In 1887, Chon Wang (Jackie Chan) is a sheriff in Carson City, Nevada, when he receives devastating news: his father has been murdered in China. The killer, a British lord named Rathbone, has stolen the Imperial Seal and fled to London. Shanghai Knights

The duo finds themselves completely out of place in Victorian London. While Roy tries to charm high-society women and pretend he's a wealthy novelist, Wang focuses on the mission. After defeating the villains, Wang and Roy are nearly caught by the police but are saved by a young street urchin named Charlie (who turns out to be a young Charlie Chaplin).

The trail leads to a massive gala at Buckingham Palace and eventually a fight inside the clock tower of Big Ben.
